Information About The Job:
LOCATION: This work unit exists to deliver administrative support services to the management and staff of the Hazardous Materials and Waste Management Division of the Department of Public Health and Environment.
DUTIES: This position exists to support information system needs by designing, developing and administering the Geographic Information Systems (GIS) across the division. This position is responsible for the use of the enterprise geodatabase by developing applications, database tools and GIS applications. It works with users across divisions to analyze current geospatial processing, procedures and requirements; designs and develops the geodatabase and applications to meet these needs and help users identify and resolve systems problems. This position functions as the Division technical expert on spatial data including Geographic Information systems (GIS), GPS and aerial and satellite photography. The primary responsibility of the position will be to develop and manage data sets containing spatial data, test and images largely using ESRI's suite of GIS software; analyzing data and creating GIS products for a variety of internal and external clients; reviewing GIS technology to maintain currency and recommending enhancements to division capabilities. It is involved in training division staff in the use of GIS products and GPS and is also responsible for the development of new software and data migration.
MINIMUM REQUIREMENTS: Graduation from an accredited college or university with a bachelor's degree in information science, geology, biology, geography, chemistry, environmental science or other closely related fields and two years of professional GIS experience one of which included experience with ArcGIS 8.x or 9.x software and some professional database experience. Experience with ArcSDE, Microsoft SQL Server and programming in Visual Basic and Visual Basis Net are highly desirable. Experience with environmental data, as well as GPS, MS Access, Microsoft Office, web scripting and support for ArcIMS are also desired.
SUBSTITUTIONS: Additional years of the above experience may substitute year for year for the degree. A Master's degree in the above fields may substitute for the BA and one year of the general information technology experience.

POSITION DESCRIPTION FOR CSU RESEARCH ASSOCIATE
Position Title: Research Associate (Remote Sensing Data
Technician/RA-1)
Location: Lakewood, Colorado
Salary: $40,000 per year
Tour of Duty: Full-time (includes benefits) for one year with high
possibility of extension depending on project funding and
performance. The position is funded entirely from
federal sources under the NPS Cooperative Agreement.

Duties: Colorado State University (CSU) cooperates with the National
Park Service (NPS), Inventory and Monitoring (I&M) Program to develop and complete research and information management projects that benefit the NPS and CSU. The I&M Program is part of the Natural Resource Information Division (NRID), a Washington, D.C.-based office, located in Fort Collins, Colorado. The I&M Program is responsible for collecting natural resource inventories and for developing ecological monitoring expertise for more than 270 units of the National Park System. The NPS I&M Program is currently developing several natural resource inventories that include databases and applications for bibliographies, metadata, species lists, and GIS. The primary purpose of this position is to download and archive remotely sensed imagery for distribution to NPS Regional Offices, I&M Networks and park units. Additional responsibilities may include developing mosaics of images and creation of image map products.

The incumbent’s primary duties include:
1. Become familiar with the variety of image archives including the Multi Resolution Land Characterization (MRLC), National Land Cover Database (NLCD), ASTER, and National Agricultural Imagery Program (NAIP). Become familiar with the metadata requirements for raster data within the NPS and FGDC. Researching, developing, documenting, and delivering standardized image database products and assisting with processing of natural resource data and applications for NPS units:
· Develop and document digital image databases in ERDAS IMAGINE
· Develop and document data import/export specifications, procedures,
and applications
· Assist with the development of standardized databases to integrate
other available data, GIS data and image data
· Acquire, convert, and develop image data for digital databases
2. Sharing CSU and NPS technical expertise, data, and information resources with other researchers, cooperators, and staff working on NPS projects.
3. Understanding aspects and research requirements of the NPS Inventory and
Monitoring Program including personnel, natural resource databases,
inventory products and data requirements, data management protocols, GIS database models and software, metadata standards, cataloging and archiving inventory data, and CSU cooperative agreements and projects.

The incumbent’s additional responsibilities include:
· Developing and distributing image maps of park units based upon
enhancement of remotely sensed imagery.
· Mosaicing images into larger image map products.
· Performing other duties as assigned by the project supervisors and
cooperators.
· Understanding how existing digital image databases relate to other
natural resource data.
· Documenting database procedures according to standardized protocols.
· Providing end-user support for image data management applications.
· Working and coordinating with NPS and CSU staff and assistants to
document, duplicate, distribute, catalog, and archive digital image, natural resource inventory and monitoring data and information products.

Requirements:
-B.S. in Natural Resources, Geography or Spatial Data Management/GIS or a closely-related field.
-Demonstrated experience (or additional education in digital image
processing) with ERDAS IMAGINE, database systems, or closely related activities.
-Knowledge of Remotely Sensed Data and applications.

Geographic Information Systems Specialist
This position serves as the Department’s GIS specialist and is responsible for planning and
managing GIS-related systems, services, and research projects. The position also serves as the
Department’s technical authority in GIS-related issues by providing training, technical

incumbent reports to the Program Manager (#00305) and does not directly supervise other agency
personnel.
This position is responsible for designing and implementing GIS-related computer applications;
ensuring system compatibility with existing information systems; enhancing spatial data capabilities

systems and components; and monitors and recommends resource enhancements. Effective system
development and operations require knowledge of computer science and GIS-related applications; image

coordinate systems; and knowledge of the principles of geography and cartography. These duties also
require skill in computer-related operating systems; translating technical concepts and data to
varied audiences; and compiling, analyzing, and defending research procedures and conclusions. The
position must be able to work independently and as a part of an interdisciplinary team member.
This position is responsible for planning and coordinating the Department’s GIS services and
operations to meet dynamic program needs, technological advances, and standards. The position
develops and establishes standardized mapping techniques and procedures; determines, recommends, and
integrates financial and material resources; represents the Department on state and national
planning and advisory groups; designs and manages individual GIS projects; and serves as a technical
authority in GIS-related systems and procedures. This requires knowledge of the theories and
developmental applications of computer science, including GIS technology and remote sensing theory,
software engineering, and system administration; specialized knowledge of ArcInfo, ArcView, Access,
Arc Macro language (AML’s), and Image and Spatial Analysis applications; image analysis, photo
interpretation, map digitizing procedures, and map projection properties and coordinate systems; and
knowledge of the principles of geography and cartography. Project management requires knowledge of
strategic planning and contract administration as well as the ability to plan, design, develop, and
coordinate GIS system development and data projects.
This position provides GIS training, technical assistance, and system troubleshooting to Department
staff and others to promote user competencies, respond to specialized support needs, and resolve
functional and operational system problems. These duties require knowledge of computer science and
GIS-related applications technology; skills in translating technical concepts and data to varied
audiences and troubleshooting technical and operational problems; and the ability to work
independently and as a part of an interdisciplinary team member.

SKILLS and ABILITIES: Knowledge of the principles, methods, and techniques used in all phases of GIS Geo-spacial database development, coding, and design, data access analysis and design, archive and recovery strategy, load strategy design and implementation, security, and change management.
